TewkEsbury-based printing company Cooper Clegg is currently the subject of a takeover bid by print giant Pindar.
The company, which has 1,500 employees, has bases across the country.
Spokesman Andrew Dalton said if the bid was successful, the company would be kept up and running, but that there would be some changes.
"The business is losing money at present, so there will have to be some changes in working practices or attitudes. It will not be without pain, but we hope to turn it round and make it profitable," he said.
The company has 250 workers at Cooper Clegg in Shannon Way and Evesham Binders in Delta Drive.
It prints a wide range of magazines and catalogues. Last March, 42 workers were made redundant.
No one was available to speak to the Admag.
